1996 Regal Destiny 20’ deck boat center console Mercruiser 5.0 MPI

This is a project boat running 5.0 Mercruiser using external tank. The below deck gas tank does not leak but has venting issue. The alpha one drive is stuck in the up position. Previously I could put some weight on the foot to free it but it has sat over a year and I can not get it to lower.
