I've fixed VR controllers and headsets, but I don't know how to fix this, so if anyone wants to try then you can have it for $10 cash.
It does not give a red light, but it doesn't seem to transition from sleep mode (slow pulsing blue light) to on (green light). I can hear it spin up but it never quite settles on green.

What you see is what you get. Using the power brick already so it is just the base station.
